Payroll Specialist

Role Description

This is a full-time on-site role for a Payroll Specialist located in Southern New Jersey. The Payroll Specialist will be responsible for payroll administration, including processing payroll, managing garnishments, handling payroll taxes, and providing payroll services. The role involves ensuring compliance with federal, state, and local regulations, maintaining accurate payroll records, and resolving payroll discrepancies. Additionally, the Payroll Specialist will be responsible for responding to employee inquiries regarding payroll and collaborating with other departments to ensure seamless payroll operations.

Reports To: Director Human Resources

Salary range: $51,000 – $65,000

Qualifications

• 1-3 years experience in Payroll Administration and Payroll Processing

• Knowledge of Garnishments and Payroll Taxes

• Proficiency in providing Payroll Services

• Strong attention to detail and excellent organizational skills

• Ability to maintain confidentiality and handle sensitive information

• Proficient in payroll software, preferably Edmunds, and Microsoft Office Suites

• Excellent communication and interpersonal skills

DIRECTOR OF OPERATIONS & MAINTENANCE

DEFINITIONS

Under direction, plans, coordinates and directs operations and maintenance and/or construction activities of a system of sanitary or combined sewage collection and treatment facilities and/or a water treatment and distribution system; may oversee the activities of a compost project and other experimental projects involved in the processing of sludge and other residue from these treatment facilities; does related work as required. 

NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed.

EXAMPLES OF WORK:

Plans, coordinates and directs the operation, repair and maintenance activities of one or more water treatment and/or sewage collection and treatment facilities; may also direct and coordinate installation and expansion activities.

Coordinates the activities of various departments.

May issue day-to-day instructions and work assignments to departmental supervisors and supervise their work.

May supervise the operations and activities of a compost project, and other experimental activities involving the processing of sludge and residues from the treatment facilities.

Coordinates maintenance and repair activities among multiple work units and/or facilities to make effective use of resources and personnel, in order to meet the standards prescribed by state and federal Environmental Protection Agencies.

May supervise the development and execution of plans and procedures related to the construction, inspection, maintenance, and repair of water and/or sewer systems and equipment.

Inspects field activities of contractors to ensure that construction projects conform to plans and specifications.

May plan and manage the methods and sequence of operations to facilitate additions, deletions, and modifications to water and/or sewer systems.

Meets with other agency administrative personnel and experts in the field, to revise, prepare, and clarify policy issues concerning the operation of water treatment and/or sewage collection and treatment facilities. 

Prepares operational plans, budgets and cost estimates for one or more treatment facilities; directs the implementation of approved operational plans and oversees expenditures in the approved budget.

Prepares and administers contracts for the securing of materials, tools, supplies and equipment, and supervises their storage, and distribution.

Evaluates new developments in materials, tools, and equipment and procures same.

Evaluates the feasibility of implementing recommendations from consulting and governmental agencies, concerning the operations and activities of the treatment facilities, explores probable variations, problems, and expenditures, and reports on same. 

Attends seminars and meets with representatives from governmental agencies, consulting firms, and others, to evaluate present operational procedures, identify problems and explore available alternatives and advances in Sanitary Engineering; participates in the evaluation of the proper implementation of new procedures in accordance with existing regulations.

Prepares correspondence and technical reports containing findings, conclusions, and recommendations

Prepares, reviews, analyzes, and interprets engineering drawings, specifications, and technical manuals; and/or critiques work products from engineers engaged in preparing designs and plans to construct, enlarge, install, and modify treatment plants, pumping stations, mains, and other appurtenances, and suggests modifications.

Directs and coordinates engineers in conducting studies to determine the most feasible approaches to meeting organizational and technical problems.

Evaluates the programs, policies, operations, work activities and methods of the treatment facilities and/or field locations, identifies problems and needs, and implements solutions for improved efficiency/effectiveness and for utilizing available resources. 

Interprets and implements regulations concerning the maintenance and operations of water treatment and/or sewage collection and treatment facilities; may interpret and implement regulations concerning experimental treatment and disposal projects.

Directs the establishment and maintenance of necessary records and files. 

Supervises the handling of customer complaints and requests for service installations and repairs.

May be responsible for the day-to-day operations and maintenance activities of multiple sewage and/or water treatment plants in separate locations. Responsibilities may include supervision of multiple units engaged in treatment procedures, repair and maintenance activities, and experimental or operational sewage disposal projects.

May coordinate work among several separate locations; May be responsible for the development and operation of a district sewage transfer system with multi-jurisdictional participation, and for general management of a regional sewage and/or water treatment utility.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college or university with a Bachelor’s degree in business management, public administration, project/construction management, or environmental, civil or sanitary engineering.

NOTE: Applicants who do not meet the above educational requirement may substitute

additional experience as described below on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

EXPERIENCE:

Six (6) years of experience in the oversight of sewer system programs and operations or related municipal utilities or public works construction and/or maintenance programs, four (4) years of which shall have included responsibility for the preparation of budgets, management of supervisory staff, and oversight of organizational programs and activities. 

NOTE: A master’s degree in civil, sanitary or environmental engineering from an accredited college or university may be substituted for one year of the non-supervisory experience.

LICENSE:

Appointees may be required to possess a license of the appropriate grade/level to operate a public sewage treatment plant and/or a water treatment plant, issued by the New Jersey Department of Environmental Protection.

Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the procedures involved in the operation and maintenance of water and/or sewer systems.

Knowledge of the problems involved in the design, maintenance, and construction of water and/or sewer systems.

Knowledge of the procedures and problems involved in the activities of a sludge composting unit, where required.

Knowledge of supervisory theory and techniques.

Knowledge of asset management principles for water and sewer systems and 

in-depth knowledge of water and wastewater operations.

Ability to interpret and apply federal and state regulations concerning the operations of water and/or sewer facilities.

Ability to plan, coordinate and direct the operation and maintenance activities of water and/or sewer facilities.

Ability to handle the technical aspects concerning construction, maintenance, and repair of water and/or sewer facilities, and to direct same. 

Ability to manage staff and work activities.

Ability to prepare plans, technical specifications, project estimates, budgets, and operations schedules for the facilities.

Ability to read, analyze, and interpret engineering construction plans and specifications.

Ability to organize assigned technical engineering work, conduct necessary research, and prepare clear, accurate, reports containing findings, conclusions, and recommendations.

Ability to work effectively with co-workers, other agencies and the public.

Chief Engineer

Under the direction, has complete charge of, supervises and administers all technical engineering work involved in the operation, design, maintenance, construction of the water and sewer facilities, including operations, equipment and /or structure; does related work as required. Directing and supervising major projects in the plants, providing technical supervision and guidance on projects interfacing with contractors and government officials on regulations, procedures and requirements in the best interest of the Willingboro Municipal Utilities Authority (WMUA). 

The Authority operates (4) potable water treatment plants, (5) wells, a 5.22 MGD wastewater treatment plant, (4) pumping stations, 120+ miles of water distribution mains and sanitary sewers to serve 13,000 customers along with bulk water sales to and sewage treatment for adjacent communities. 

Reports To: Executive Director

Salary Range: $100,000-$120,000

Description of Duties:

  • Provide engineering analysis, evaluation and r\reporting on project plans and costs
  • Development and implementation of a program for construction, inspection, and replacement of several parts and equipment
  • Manages contractor and outside engineering firms on construction projects
  • Coordinate engineering activities for asset maintenance and project construction
  • Confers with various governmental officials and administrators concerning fiscal requirements, changes in organizational policy pertinent regulations, and other problems affecting the organization
  • Prepares reports on construction costs, time spent, and materials used
  • Consult with general contractors on construction projects, maintenance of plants, equipment and/ or operations

Knowledge and Abilities:

  • Ability to represent the Authority in contact negotiations as a competent professional and in securing desired compliance and cooperation
  • Ability to evaluate engineering plans and specifications; able to estimate costs and requirements and to monitor the timely completion of projects

Requirements: 

  • 3 years of supervisory experience including preparation and review of engineering plans and specifications.
  • P.E. License issued by New Jersey Board of Professional Engineers and Land Surveyors
  • Experience with NJEIT/H2Loans is desirable

Water Treatment Plant Operator

Under direction, operates, adjusts, regulates, and maintains plant machines and equipment to purify and clarify water for human consumption and industrial use; does other related duties.

EXAMPLES OF WORK:

Operates and controls electric motors, pumps, and valves to regulate flow of raw water into treatment plant.

Dumps specified amounts of chemicals such as chlorine, ammonia, and lime into water or adjusts automatic devices that admit specified amounts of chemicals into tanks to disinfect, deodorize, and clarify water.

Starts agitators to mix chemicals and allow impurities to settle to bottom of tank.

Turns valves to regulate water through filter beds to remove impurities.

Pumps purified water into water mains.

Monitors panelboard and adjusts controls to regulate flow rates, loss of head pressure and water elevation, and distribution of water.

Cleans tanks and filter beds using backwashing (reverse flow of water).

Repairs and lubricates machines and equipment using handtools and power tools.

Tests water samples to determine acidity, color, and impurities using colorimeter, turbidimeter, and conductivity meter.

Dumps chemicals such as alum into tanks to coagulate impurities and to reduce acidity.

Records data such as residual content of chemicals, water turbidity, and water pressure.

May perform minor repairs such as replacing packing in pumps or valves and/or replacing bearings in motors and pumps, lubricating machines, and equipment.

May operate primary pumping equipment to transfer raw water to treatment plant or to distribute treated water to residential, commercial, or industrial establishments.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

EXPERIENCE:

One (1) year of experience in operating, adjusting, regulating, repairing, and maintaining electric motors, pumps, valves, and other electrical and mechanical equipment of the type used in a water treatment plant, pumping station, or filtration plant.

NOTE: Appointees may be required to complete other job-related training courses, as required by the Appointing Authority.

LICENSE:

Appointees may be required to possess a valid Public Water Treatment Operator license of the appropriate class, depending on the permit level of the facility, issued by the NJ Department of Environmental Protection.

Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the purpose and operation of varied equipment found in a water treatment plant such as pumps, valves, and gauges.

Knowledge of methods used in operating, adjusting, and regulating alum and lime feeders, chemical feed machines and chlorinators, purification machines, water pumps, filters, and flowmeters.

Knowledge of methods used in regulating amounts of water and pumping it into a distribution system or storage tanks.

Knowledge of the location and functions of all equipment present in the plant.

Knowledge of techniques used in collecting water samples and in conducting and recording standard bacteriological analysis of water.

Knowledge of methods used in replacement of packing in pumps and valves, replacement of bearings in motors and pumps, and of equipment lubrication.

Knowledge of techniques used in conducting other tests using colorimeter, turbidimeter, and conductivity meter.

Knowledge of arithmetic operations used in determining correct amounts of chemicals (addition, subtraction, multiplication, and
division of whole numbers).

Knowledge of precautions to be observed when handling chemical agents.

Knowledge of water treatment processes including but not limited to ammoniation, deflouridation, chlorination, and so forth.

Ability to work under general direction and to follow a prescribed schedule.

Ability to do work that is repetitive but requires strict adherence to prescribed procedures.

Ability to check operations throughout a shift and to record various data according to established format.

Ability to maintain proper water levels and water pressures.

Ability to relay information regarding shift operation such as problems encountered and action taken.

Ability to perform minor maintenance such as oiling and greasing, cleaning and replacing gaskets and piping, and replacing packing.

Ability to stand and walk for prolonged periods of time.

Ability to climb.

Ability to turn valves and controls.

Wastewater Collection System Operator

Willingboro Municipal Utilities Authority is accepting applications for the following position: Wastewater Collection Maintenance Technician (F/T). This individual must be able to perform skilled work in the operation and maintenance of the wastewater conveyance system and related equipment. Should have thorough knowledge in work involving the maintenance, repair and installation of wastewater infrastructure. Possess a valid license (C-1 through C-4) issued by the State of New Jersey, Department of Environmental Protection. Wastewater treatment and/or distribution license (S, W) a plus. Applicant must satisfy employer physical, drug/alcohol screen and criminal background check. Also, the applicant will be required to have a CDL Class B with airbrakes and tanker endorsement valid in New Jersey or the ability to obtain within one year. NJ residency required by State Statute R.S.52:14-7. Salary based on experience and licenses.

Wastewater Treatment Plant Operator

The Willingboro Municipal Utilities Authority, Burlington County, is seeking qualified candidates for the full-time position of Wastewater Treatment Plant Operator.  Candidates must possess and maintain a minimum of a valid “S” license issued by the New Jersey Department of Environmental Protection.  Considered candidates must satisfy employer physical test, drug/alcohol screening, criminal background check and hold a CDL Class B with airbrake and tanker endorsements or the ability to obtain it within 1-year.  The WMUA offers excellent compensation and benefits.
