Executive Director

General Description/Job Summary:

This is a provisional appointment to a classified position, subject to Civil Service Commission regulations.

Under the direction of the Authority the Executive Director of the Authority is responsible for all operations and supervision of the Authority and its’ personnel and is responsible to the Board of Commissioners of the Willingboro Municipal Utilities Authority for the performance of said duties as Executive Director. It is also the responsibility of the Executive Director to conduct the executive orders, policies and directions of the Municipal Utilities Authority Law, the Authority Bond Resolution, Rules and Regulations, and other Federal, State, County and Municipal regulations.

Responsible for the day-to-day supervision and management of the Willingboro Municipal Utilities Authority’s Water, Sewer, and System Maintenance departments. Ensure that water and wastewater facilities and systems operate and are maintained efficiently and in accordance with federal, state, and local standards and regulations. Provides professional and technical staff support, and assistance to the Board, coordinates all Authority activities with Federal, State, County, local and private agencies. Performs additional duties as required by the Board.

Reports To: The Board of Commissioners

Directly Supervises: Director of Operations & Maintenance, Chief Engineer, Director of Finance, Director of Human Resources

Essential Job Functions:

  • Coordinate with the Director of Finance and the Board in the preparations of budgets to ensure adequate funding for projects, capital improvements, and renewals and replacements
  • Conducts performance reviews for senior leadership
  • Function as liaison Officer between the Authority and the public daily and between the Authority and the contracting Townships or Authorities who use or may ultimately use the services of the Authority.
  • Supervise administrative activities using the services of the Solicitor, Auditor, and Consulting Engineer where appropriate to achieve total performance
  • Collaborates with Director of Finance and Treasurer in the preparation of budgets and reviews expenditures in coordination with the Treasurer and the Director of Finance
  • Through the Director of Operations and Maintenance, supervises the Departments and their coordination of tasks, duties, responsibilities and projects
  • Manages company personnel to ensure that all water and wastewater facilities are operated, repaired and maintained efficiently and effectively and in a manner to comply with all federal, state and local standards, permit conditions, and rules and regulations
  • Develops, recommends, implements and updates standard operating procedures to economize operations in the repair and maintenance of facilities while increasing productivity
  • Monitors Utility’s service contracts to ensure compliance and effective performance
  • Conduct studies and oversees the implementation of mandated environmental reports such as water audits, leak detections surveys, backflows cross/connection plan and water quality reports
  • Recommends and oversee the implementation of the Authorities’ annual work plan and project plans for water and wastewater facilities and systems maintenance
  • Oversee dissemination, accountability and the proper stockage levels for equipment, materials, supplies and vehicles
  • Prepares and coordinates the permitting and re-permitting of water and wastewater facilities 
  • Ensure permit conditions comply with Federal, State, County and local regulations and codes
  • Coordinates the modification and improvements of facilities and systems to increase efficiency while reducing operating costs
  • Oversee loss control and prevention, safety programs and organizational training and cross training to increase technical skills and knowledge to result in increased productivity and performance
  • Ensure that customer complaints and inquiries as resolved quickly and effectively
  • Recommends and implements effective programs for enhancing the public image of the Authority
  • Manage budget expenditures to ensure sufficiency of funds
  • Prepares complex reports, studies and correspondence for the expansion and improvement of water and wastewater facilities and systems, implements appropriate corrective actions
  • Reviews, verifies and submits operating and other reports to the Board, appropriate regulatory agencies and departments on a timely basis

Requirements:

  • Must hold a Bachelors’ degree in a related environmental science and master’s degree preferred from an accredited college or university
  • Preferred up to level 1 to 4 water and wastewater licenses in State of New Jersey

Experience:

  • Prefer to have (3) years or more of managerial experience in public administration within a water and wastewater utilities facility preferred
  • Prefer 5 years of progressive experience in public administration, Water & Wastewater Utility;
  • Prefer 3 years of executive management level experience

Licenses and Certifications:

Level 3 Sewer License and Level 4 Water License preferred issued by the State of New Jersey

Class B CDL License preferred issued by the State of New Jersey

Water Treatment Plant Operator

Under direction, operates, adjusts, regulates, and maintains plant machines and equipment to purify and clarify water for human consumption and industrial use; does other related duties.

EXAMPLES OF WORK:

Operates and controls electric motors, pumps, and valves to regulate flow of raw water into treatment plant.

Dumps specified amounts of chemicals such as chlorine, ammonia, and lime into water or adjusts automatic devices that admit specified amounts of chemicals into tanks to disinfect, deodorize, and clarify water.

Starts agitators to mix chemicals and allow impurities to settle to bottom of tank.

Turns valves to regulate water through filter beds to remove impurities.

Pumps purified water into water mains.

Monitors panelboard and adjusts controls to regulate flow rates, loss of head pressure and water elevation, and distribution of water.

Cleans tanks and filter beds using backwashing (reverse flow of water).

Repairs and lubricates machines and equipment using handtools and power tools.

Tests water samples to determine acidity, color, and impurities using colorimeter, turbidimeter, and conductivity meter.

Dumps chemicals such as alum into tanks to coagulate impurities and to reduce acidity.

Records data such as residual content of chemicals, water turbidity, and water pressure.

May perform minor repairs such as replacing packing in pumps or valves and/or replacing bearings in motors and pumps, lubricating machines, and equipment.

May operate primary pumping equipment to transfer raw water to treatment plant or to distribute treated water to residential, commercial, or industrial establishments.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

EXPERIENCE:

One (1) year of experience in operating, adjusting, regulating, repairing, and maintaining electric motors, pumps, valves, and other electrical and mechanical equipment of the type used in a water treatment plant, pumping station, or filtration plant.

NOTE: Appointees may be required to complete other job-related training courses, as required by the Appointing Authority.

LICENSE:

Appointees may be required to possess a valid Public Water Treatment Operator license of the appropriate class, depending on the permit level of the facility, issued by the NJ Department of Environmental Protection.

Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the purpose and operation of varied equipment found in a water treatment plant such as pumps, valves, and gauges.

Knowledge of methods used in operating, adjusting, and regulating alum and lime feeders, chemical feed machines and chlorinators, purification machines, water pumps, filters, and flowmeters.

Knowledge of methods used in regulating amounts of water and pumping it into a distribution system or storage tanks.

Knowledge of the location and functions of all equipment present in the plant.

Knowledge of techniques used in collecting water samples and in conducting and recording standard bacteriological analysis of water.

Knowledge of methods used in replacement of packing in pumps and valves, replacement of bearings in motors and pumps, and of equipment lubrication.

Knowledge of techniques used in conducting other tests using colorimeter, turbidimeter, and conductivity meter.

Knowledge of arithmetic operations used in determining correct amounts of chemicals (addition, subtraction, multiplication, and
division of whole numbers).

Knowledge of precautions to be observed when handling chemical agents.

Knowledge of water treatment processes including but not limited to ammoniation, deflouridation, chlorination, and so forth.

Ability to work under general direction and to follow a prescribed schedule.

Ability to do work that is repetitive but requires strict adherence to prescribed procedures.

Ability to check operations throughout a shift and to record various data according to established format.

Ability to maintain proper water levels and water pressures.

Ability to relay information regarding shift operation such as problems encountered and action taken.

Ability to perform minor maintenance such as oiling and greasing, cleaning and replacing gaskets and piping, and replacing packing.

Ability to stand and walk for prolonged periods of time.

Ability to climb.

Ability to turn valves and controls.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American

Wastewater Collection System Operator

Willingboro Municipal Utilities Authority is accepting applications for the following position: Wastewater Collection Maintenance Technician (F/T). This individual must be able to perform skilled work in the operation and maintenance of the wastewater conveyance system and related equipment. Should have thorough knowledge in work involving the maintenance, repair and installation of wastewater infrastructure. Possess a valid license (C-1 through C-4) issued by the State of New Jersey, Department of Environmental Protection. Wastewater treatment and/or distribution license (S, W) a plus. Applicant must satisfy employer physical, drug/alcohol screen and criminal background check. Also, the applicant will be required to have a CDL Class B with airbrakes and tanker endorsement valid in New Jersey or the ability to obtain within one year. NJ residency required by State Statute R.S.52:14-7. Salary based on experience and licenses.

Wastewater Treatment Plant Operator

The Willingboro Municipal Utilities Authority, Burlington County, is seeking qualified candidates for the full-time position of Wastewater Treatment Plant Operator.  Candidates must possess and maintain a minimum of a valid “S” license issued by the New Jersey Department of Environmental Protection.  Considered candidates must satisfy employer physical test, drug/alcohol screening, criminal background check and hold a CDL Class B with airbrake and tanker endorsements or the ability to obtain it within 1-year.  The WMUA offers excellent compensation and benefits.

Secretary to the WMUA Board of Commissioners

Definition

The Board Secretary works for the Board of Commissioners of the WMUA.  The Board Secretary serves the unique structure and needs of the Board rather than filling in a standard job description. The Secretary to the Board plays a critical role in documenting the WMUA Board meetings, fostering communication, and ensuring proper management and utilization of important Board records. 

The success and effectiveness of the Board in having an efficient meeting depends on the Board Secretary.  WMUA Bylaws, resolutions, and other topics and reports set the job description and remuneration of the Secretary. The Personnel Committee conducts an annual performance review and defines performance expectations for the following year.  The Board Chair sets priorities and duties and provides feedback on a day-to-day basis.  The duties may change from time to time during the year under the direction of the Board Chair.

Examples of Work

Board Meetings and Minutes

  • Publish notification of meetings as specified by the Bylaws and state regulations.
  • Schedule special meetings and hearings as directed by the Chair.
  • Compile and distribute accurate Board packets including agenda, resolutions, available committee and staff reports, and related documents.  Distribute the Board packet electronically and in print one week in advance of the meetings. 
  • Ensure that an up-to-date copy of By-Laws is available for reference at all Board meetings.
  • Prepare concise, accurate, and transparent meeting minutes that include attendance, all resolutions and motions of the Board, with voting results, deliberations, actions, and decisions, in accordance with the Bylaws.
  • Produce draft Board meeting minutes promptly for review by the Chair and Executive Director. Once the draft and any changes are approved, distribute minutes to Board members as tool for guiding committee efforts.
  • Produce final Minutes incorporating any corrections made when approved. Sign and enter into the record along with committee reports and completed resolutions and committee reports.

Produce and Maintain Board Records

  • Maintain WMUA Commissioners’ directory including officers, committee assignments, contact information, appointment dates, term of appointments, term expiration, and Commissioner Biographies.
  • Maintain a library of current Bylaws, governance, and other policies.
  • Populate and maintain the WMUA Minute Book containing executed Minutes and Resolutions.
  • Provide safekeeping of official contracts signed by the Board and other Board records.
  • Execute or witness official signed documents of the WMUA as required.

Planning and Facilitation 

  • Create and maintain an up-to-date board planning calendar.
  • Create and maintain a schedule of delegated committee tasks.
  • Upon request, brief absent Commissioners on meeting activities.
  • Assist new Commissioners with onboarding led by the Director of Personnel or the HR Coordinator.
  • Review correspondence received for the Board and refer to the appropriate Commissioner or staff member.
  • Prepare, produce, and record outgoing Board correspondence.

Requirements

Education

Graduation from an accredited college or university with a Bachelor’s degree.

Note:

Applicants who do not possess the required education may substitute additional experience as indicated on a year-to-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

Experience

Eight (8) years of relevant experience as board secretary, legal secretary, executive assistant, administrator, or manager. Two (2) years of experience employed, elected, or appointed, in the public sector.  These years of experience may overlap or be at different times.

Note: 

A Bachelor’s or a Master’s degree in public administration or law, or a related field from an accredited college or university may be substituted for three (3) years of indicated experience.  A certificate in Paralegal studies may be substituted for two (2) years of indicated experience.

License

Appointees must be commissioned as notary public or be able to become commissioned within the first year of WMUA employment.  Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

  • Excellent writing and technical skills required to produce, distribute, amend, and record electronic and printed public meeting minutes.
  • Ability to extract and communicate key information from lengthy board discussions.
  • Skilled in organizing tasks for Board and Committees, providing support for specific Board tasks as authorized by the Chair.
  • Ability to independently see a project through to completion.
